VII. Procurement Description

Please refer to the attachment named "Open Tendering - Records Management Services for PrimeCredit Limited" for details.
- Vendor should COMPLETE and RETURN the attached file named "Open Tender Score Card" by filling ALL the cells highlighted in yellow in the spreadsheet named "FORM A- Pricing".
- Evaluation criteria : Vendor who gets the highest score will be selected to provide the services.
Score composition: Price Criteria (70%) and Professional Qualifications Criteria (30%).
A) Price Criteria: 70%, the effective lowest price gets the highest score, and every 1 mark deductions will be given to prices every 1% higher than the effective lowest price;
B) Professional Qualifications Criteria: 30%, refers to the spreadsheet named "FORM B - Technical Proposal" in the attached file "Open Tender Score Card" for details. Vendor should upload the supporting document(s) to the platform with the returned quote.

- Site visits to the warehouse(s) of shortlisted vendor(s) will be conducted following the tender process. All security and safety measures must align with the requirements stated in the submitted documents.

General terms and conditions
1. Service period: 1 August 2025 – 31 July 2028 (total 36 months)
Which can be terminated by either party giving THREE months' prior written notice.

2.Conditions of awards of contract :
a.This tender is in no way binding on PCL. PCL reserves the right to cancel the invitation to quote process and reject all quotes at any time prior to award of contract without incurring any liability to the affected Service Providers ( “SP” ).

b.PCL does not bind itself to accept the lowest or any quotes, and reserves the right to accept a portion of any services as stated in the Invitation, unless the SP expressly stipulates otherwise in his quote.

c.Without prejudice to PCL’s right to cancel the Invitation where there are changes of requirement after the closing date for return of quotes for whatever reasons, PCL also reserves its right without prior notice to modify, delete or add any of the items prior to the signing of the official contract thereafter required.

3.Validity Period: 90 calendar days from the Quotation Closing Date and it shall remain binding on the SP who submits the Quote and may be accepted by PCL at any time before the expiry of that period.

4.All SP shall treat all documents or information passed to him by PCL for the purpose of preparing this quote as private and confidential

5.This General Terms and Conditions shall also form part of this Contract.

7.Governing Law

The Agreement shall be governed by the Laws of the HKSAR and both parties agree to submit to the non-exclusive jurisdiction of the courts of the HKSAR.

VIII. Other matters

1. This announcement is publicly released on the China Resources Group Overseas Procurement Trading Platform(******).

2. The procurement of this project is conducted online through the platform. Suppliers need to register for the China Resources Group Overseas Procurement Trading Platform, through the platform for the submission of response documents or quotation.
