投标人应具备的资格或业绩:3.对投标人的资格和业绩要求Requirements for Qualifications and the Past Performance of the Bidder:（1）资格要求Requirements for Qualifications of the Bidder ★ A.★如果投标人为中国境内注册公司，投标人需具有合法有效的企业法人营业执照、税务登记证及组织机构代码证或证照合一的营业执照，投标时需提供原件扫描件（原件备查）；If the Bidder is a company registered within the territory of China, it shall possess a legally valid Business License of an enterprise legal person, Tax Registration Certificate, and Organizational Code Certificate, or a unified business license combining these certificates. When submitting the bid, the Bidder shall provide a scanned copy of the original document (with the originals kept available for verification).★如果投标人为中国境外注册公司，需提供有效的公司登记注册证明；If the Bidder is a company registered outside the territory of China, it shall provide a valid certificate of company registration.★投标人为分公司的，需具有合法有效的营业执照（境内注册）/公司登记注册证明（境外注册）和上级法人单位授权书（授权该分公司投标和签订合同），投标时需提供原件扫描件（原件备查）。If the Bidder is a branch company, it shall possess a legally valid business license (for those registered within China) / certificate of company registration (for those registered outside China) and an authorization letter from the superior legal entity (authorizing the branch to bid and sign contracts). No.（2）资质要求 Qualification Requirement ★ A.特种设备证书：投标人应提供有效的《中华人民共和国特种设备生产许可证》压力管道元件制造B级及以上，并提供有效的特种设备型式试验证书，且证书批准范围公称压力和公称尺寸涵盖本次招标范围（公称压力CLASS 300（PN5.0MPa）、公称尺寸DN1600；公称压力CLASS 600（PN10.0MPa）、公称尺寸DN500）。投标时需提供证书原件扫描件（原件备查）并可在全国特种设备公示信息查询平台（******/info-pub/pub）或行政主管部门网站核实。Special Equipment Certificates: Bidders shall provide a valid "Special Equipment Production License of the People's Republic of China" for pressure piping component manufacturing at Grade B or above, along with a valid special equipment type test certificate. The approved scope of the certificates must cover the nominal pressure and nominal size specified in this tender (Nominal Pressure: CLASS 300 (PN5.0MPa), Nominal Size: DN1600; Nominal Pressure: CLASS 600 (PN10.0MPa), Nominal Size: DN500). During bidding, scanned copies of the original certificates shall be submitted (originals retained for verification), and the certificates must be verifiable through the National Special Equipment Public Information Query Platform (******/info-pub/pub) or the websites of the competent administrative departments.（3）业绩要求Requirement for Bidder's Past Performance★:2015年1月1日至投标截止日（以合同签署时间为准），投标人有至少1个合同的轴流式止回阀供货业绩，合同中有≥15台阀门（允许压降≤2kPa）的输送介质为裂解气或乙烯或丙烯，且合同中有至少1台满足公称直径≥DN1500。From January 1, 2015 to the bid deadline (as per the contract signing date), the bidder shall have at least one contract for the supply of Axial flow check valves, with the contract including ≥15 valves (pressure drop ≤2kPa) for the transportation of cracked gas, ethylene, or propylene, and at least one valve with a nominal diameter ≥DN1500.投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：1）销售合同；2）用户签字或盖章的到货验收材料（到货验收单或调试验收报告或其它可以证明合同项下货物已经到货验收的有效证明材料）。The bidder shall submit the Performance Form in the specified format and provide the relevant performance certification documents. The performance certification documents include: 1) Sales contracts; 2) Goods Arrival Acceptance signed or stamped by the client (i.e. Arrival Acceptance Form, or, Commissioning Acceptance Report, or other valid certifications that can prove the goods under the************集团旗下的全资子公司或控股子公司或制造工厂）制造的所投产品的业绩，视为所投产品的******集团。The performance of the products submitted by different manufacturers within the same group (i.e., wholly-owned subsidiaries, holding subsidiaries or manufacturing plants under the same group) is regarded as the performance of the manufacturer of the products submitted by the bidder; the bidder should provide an explanatory letter to state that the manufacturer of the products submitted in this bid and the manufacturer of the products meeting the above performance requirements belong to the same group.投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、合同签署页（国内贸易合同应有双方盖章，国际贸易合同应有双方签字或盖章）、货物名称（轴流式止回阀）、货物数量、输送介质、公称直径、允许压降和用户签字或盖章的到货验收材料。The performance certification documents submitted by the bidder must include at least the following contents: the contract signing date; the contract signature page (China domestic trade contracts shall be stamped by the buyer and the seller, while international trade contracts shall be signed or stamped by the buyer and the seller); the name of the goods（Axial flow check valves）,?Quantity of the goods, conveying medium, nominal diameter,allowable pressure drop and the goods arrival acceptance signed or stamped by the client.若业绩合同为年度协议，除提供年度协议外，还应提供相应的已到货订单，订单内容或编号应与年度协议相关联。同一个年度协议下，提供1个或以上的订单及与订单对应的到货验收材料，均视为1个有效业绩。If the contract is an annual framework agreement, in addition to the agreement itself, the corresponding Purchase Order(s) (PO)(under which the goods were delivered) shall also be provided, and the purchase order content or PO numbering shall be associated with the annual framework agreement. Under the same annual framework agreement, one or more purchase orders and their arrival acceptance certificate(s) corresponding to the orders shall be deemed as one valid performance.未提交业绩证明文件，或通过所提供的业绩证明文件无法认定满足上述业绩要求的，均被视为无效业绩。Failure to submit the past performance certification documents, or inability to confirm that the above performance requirements are met through the performance certification documents so provided, shall be deemed as invalid performance.
